Bolt Seals: How Tamper-Evident Cargo Security Works — and Fails
A bolt seal is a one-piece tamper-evident device: a steel bolt that passes through the locking hasp and a barrel that locks it permanently, removed only by cutting. It is the standard security closure for intermodal containers, tanker valves, meter boxes and warehouse doors. The device is simple; the discipline around it is not. This guide covers how bolt seals actually deter theft, where they fail in practice, and how to specify and manage them so the seal number means something at the destination.
How a bolt seal deters: evidence, not strength
A determined thief with bolt cutters opens any seal in seconds — that is not the point. The point is that the seal cannot be opened and re-closed without visible damage, and that each seal carries a unique, recorded identification. Theft investigations mostly resolve on the question where in the chain did the cargo disappear, and a seal that left the origin intact and arrived cut, or arrived with a number that does not match the dispatch record, answers that question immediately. The seal converts theft from an untraceable event into a located one.
The failure modes that matter in practice
- Number substitution. A thief replaces the whole seal with a counterfeit carrying a copied number. Countermeasure: buy seals with features that resist replication (laser marking, fracture points) and verify physical features, not just the number, at receipt.
- Record breakdown. The seal number is written down wrong, or not at all, at one handover. Countermeasure: photograph the applied seal with the number legible at every handover; make the photo part of the dispatch document.
- Wrong class for the risk. Using a light-duty seal where the tender or route risk demands a high-security class device. Industry practice, following ISO 17712's classification of indicative / security / high-security seals, is to specify high-security class for international container movements; where a contract demands it, request the test documentation with the quotation.
